1936 Poland Signed Letter by Longest Serving Polish President IGNACY MOSCICKI. Ignacy Mocicki (1 December 1867 2 October 1946) was a Polish chemist, politician, and President of Poland from 1926 to 1939. He was the longest serving President in Poland’s history. Written in French at the Royal Palace in Warsaw dated May 11, 1936 this letter contains 2 pages of text. Diplomatic Correspondence addressed to the President of Cuba Jose Agripino Barnet. Ignacy Mocicki was born on 1 December 1867 in Mierzanowo, a small village near Ciechanów, Congress Poland. After completing school in Warsaw, he studied chemistry at the Riga Polytechnicum. There he joined the Polish underground leftist organization, Proletariat. In 1896 he was offered an assistantship at the University of Fribourg in Switzerland. There he patented a method for cheap industrial production of nitric acid. In 1912 Mocicki moved to Lemberg (Polish: Lwów; modern Lviv, Ukraine), in the Kingdom of Galicia and Lodomeria within the Austro-Hungarian Empire, where he accepted a chair in physical chemistry and technical electrochemistry at the Lemberg Polytechnic. [2] In 1925 he was elected rector of the Lwów Polytechnic (as it was now called), but soon moved to Warsaw to continue his research at the Warsaw Polytechnic. After Józef Pisudski’s May 1926 coup d’état, on 1 June 1926, Mocicki an erstwhile associate of Pisudski’s in the Polish Socialist Party was elected president of Poland by the National Assembly, on Pisudski’s recommendation (after Pisudski himself refused the office). As president, Mocicki was subservient to Pisudski, never openly showing dissent from any aspect of the Marshal’s leadership. After Pisudski’s death in 1935, Pisudski’s followers divided into three main factions: those supporting Mocicki as Pisudski’s successor; those supporting General Edward Rydz-migy; and those supporting Prime Minister Walery Sawek. With a view to eliminating Sawek from the game, Mocicki concluded a power-sharing agreement with Rydz-migy, which saw Sawek marginalized as a serious political player by the end of the year. As a result of this agreement, Rydz-migy would become the de facto leader of Poland until the outbreak of the war, while Mocicki remained influential by continuing in office as president. Mocicki was the leading moderate figure in the regime, which was referred to as the “colonels’ government” due to the major presence of military officers in the Polish government. Mocicki opposed many of the nationalist excesses of the more right-wing Rydz-migy, but their pact remained more or less intact. Mocicki remained president until September 1939, when he was interned in Romania[3] and was forced by France to resign his office. He transferred the office to General Bolesaw Wieniawa-Dugoszowski, who held it for only one day before General Wadysaw Sikorski and the French government ousted him in favor of Wadysaw Raczkiewicz. In December 1939 Mocicki was released and allowed to move to Switzerland, where he remained through World War II. He died at his home near Geneva on 2 October 1946. Fernando Ortiz Fernández (Havana, 16 July 1881 Havana, 10 April 1969) was a Cuban essayist, anthropologist, ethnomusicologist and scholar of Afro-Cuban culture. Ortiz was a prolific polymath dedicated to exploring, recording, and understanding all aspects of indigenous Cuban culture. Ortiz coined the term “transculturation, ” the notion of converging cultures. Disillusioned with politics in the early period of Cuban history and having been a member of President Gerardo Machado’s Liberal Party, and a Liberal member of its House of Representatives from 1917 to 1922, he became active in the early nationalist civic revival movement. Throughout his life Ortiz was involved in the foundation of institutions and journals dedicated to the study of Cuban culture. He was the cofounder of the Cuban Academy of the Language in 1926. He also founded Surco (founded 1930) and Ultra (193647), both journals that provided commentary on foreign journals. In 1937 he founded the Sociedad de Estudios Afrocubanos (Society of Afro-Cuban Studies) and the journal Estudios Afrocubanos (Afro-Cuban Studies). He helped found the journals Revista Bimestre Cubana, Archivos del Folklore Cubano, and Estudios Afrocubanos. Ortiz also developed a theory of activism within Cuba’s political system. He said that Afro-Cubans had been characterized negatively based on their African descent, and traits said to be primitive. He wanted to show the true nature of their culture: its language, music and other arts. His books, La Africania de la Musica Folklorica de Cuba (1950), and Los Instrumentos de la Musica Afrocubana (1952 – 1955) are still regarded as key references in the study of Afro-Cuban music. Fernando Ortiz died in Havana in 1969 and was interred there in the Colon Cemetery. Massaguer is remembered as the dominant force in graphic arts and popular periodicals in Cuba from the 1910s through the 1950s. During his long career, Massaguer created and published a number of magazines, including the highly influential Social and the widely popular Carteles. Citing Charles Dana Gibson and James Montgomery Flagg as influences, Massaguer developed a distinctive visual style in illustration and caricature, creating an instantly identifiable modernist look in his magazine covers and ads whose impact spread across Latin America. His sense of style extended to layout and content, modernizing and updating the Belle Epoque aesthetic previously dominant in Cuba. He was a founding member of the influential association of artists, writers, and theorists, the Grupo Minorista, whose Saturday lunches drew leading national and international artists and intellectuals. In addition to his activities in Cuba, Massaguer was famous internationally as an illustrator and caricaturist, publishing caricatures and illustration in Vanity Fair, The New Yorker, and other American publications along with French and German magazines. Salvador Cisneros Betancourt, Marquis de Santa Lucía (Camagüey , Cuba , February 10, 1828 – Havana , Cuba , February 28 , 1914), Cuban politician, who became president of the Republic of Cuba in Arms from 1873 to 1875. He was born in Port-au-Prince (Camagüey) in 1828 in a noble and wealthy family. He favored the independence of Cuba, was part of the Liberation Society created in Camaguey to arrange preparations for the revolution. When the Ten Years War broke out, he granted freedom to his slaves and put his assets at the service of Cuban independence. Of aristocratic origin, the Marquises of Santa Lucia were one of the richest families on the Island of Cuba, owners of a huge endowment of slaves and large landowners and sugar mills. Salvador Cisneros studied as a child in Philadelphia , United States and there he graduated as a civil engineer, away from his family for several years he received many knowledge on various topics that inflamed the youth of the XlX century, he nourished democracy and law. Once in his home province, he was elected Mayor, a position he held with great pleasure. He made and supported many works, whether charitable, humanitarian or other. As they say, he poured good into full hands. In his youth he suffered a lot from the oppression that resisted his country. For this reason he participated in a Revolutionary Board composed mainly of Manuel Ramón Silva , Carlos Varona Torres , and other prestigious personalities. He organized in Camagüey the Masonic Lodge Tínima to which many personalities such as Eduardo Arteaga and others who felt the need to conspire against the Spanish metropolis joined. He was elected to a commission formed to support eastern Cuba that had manifested itself for his longings for freedom. It was Salvador Cisneros with Carlos Varona to confer with the eastern commissioners to agree on the issue of the armed movement that was brewing. They did not agree on the armed uprising, so they met again, in San Miguel, with Francisco Vicente Aguilera , Francisco Maceo Osorio and Pedro Figueredo. In this one it was like agreement the postponement of the movement for the year 1869. Upon learning of the uprising of October 10, 1868, he traveled from Havana to Camaguey and when he arrived he gave orders to follow the example of the Orientals. Bouza on November 4 fulfills the orders rising in arms, and on the 9th of that same month, he leaves the city, to go to Sibanicú , followed by many men. He is appointed President of the Center Committee and is later appointed President of the House of Representatives, when the Republic of Cuba is proclaimed in Guaimaro. When the Chamber met, in extraordinary session, on February 8, 1878 , to discuss the peace that was proposed under the flag of Spain, he protested vigorously, with words that will always be a pledge of magnificent greatness and firm resolution. But despite his protest came the Zanjón pact that ended the Ten Years’ War. In all the fighting he gave evidence of its value. Then, he was president again of the Republic in Arms. José Gutiérrez de la Concha and Irigoyen, marquis of Havana. Military, politician and Spanish colonial governor. His mandate in Cuba was characterized by brutal repression, an example of this was the shooting of Narciso López after his failed expedition. When Federico Roncali ceased command in Cuba, José Gutiérrez de la Concha assumed as general captain and governor, taking office on November 13, 1850. The captaincy of Cuba was agitated: the revolutionary seed paid as a result of the tyrannical and omnimous actions of Tacon and O’Donnell had germinated. The random situation of the country demanded the presence of a man of firm character, severe resolution and foresight talent, but General Concha was far from possessing these qualities. Concha was accompanied by a commission responsible for directly observing the prevailing conditions in order to propose the necessary economic, political and administrative measures to achieve a readjustment of the colonial structures of government and to conjure the annexationist danger. In an address to the country aimed at taking possession of the Captaincy General, Concha said that he had the firm resolve to apply all the rigor of military laws to those who dared to attempt against the rights, which he deemed of course sacred, of the Bourbon branch for him. The man who spoke like this was preceded in Cuba by the fame of a sincere liberal, without bending or hesitation, so honest people welcomed him with respectful affection, even after the displacements of his aforementioned address. His liberalism translated into very little. He only admitted in his treatment and friendship to a man of advanced ideas, Ramón Pintó, Catalan with a respectable family and deep roots in Havana. The studies carried out by said commission, as well as the advice that Concha sought in notable figures of the ruling class of Cuba, turned his government into the initiator of a line of concessions and reforms of the mechanisms of the colonial apparatus based on a close alliance with the Hispanic and Cuban oligarchy of the Island. Its policy was closely linked to the promotion of private investments, which is why the management of the colonial Stadium was conceived as a guarantee of both the internal order and the effectiveness of its administrative and development mechanisms of the infrastructure. The tendency towards privatization and the protection of capital investment, together with a new sugar boom, had its immediate effects, not only economically, but also politically. Concha’s memories remained in Cuba’s government. His irresolute and dispossessed conduct of a true criterion of justice was consistent with the tone of the threats made in his speech when he took office. Port-au-Prince and Trinidad suffered the effects of their draconian procedures. On May 19, 1850 Narciso López, landed in Cárdenas with an expedition of about 610 men, of which only five were natural Cubans, with the purpose of proclaiming a free state, which, in the likeness of Texas, later requested his incorporation to The USA. In history there was more the memory that our current national teaching was hoisted there for the first time. In August of the following year he landed by Pinar del Río with another expedition, whose forces were soon exterminated, and Narciso López and other expeditionaries suffered death penalty in a vile club on September 1, 1851. On July 4, 1851 Joaquín de Agüero with about 60 men gave the shout of independence at the San Francisco del Jucaral estate, in Camagüey, in support of Narciso López’s expedition, whom he assumed had already landed successfully, drafting a Declaration of Independence. On July 23 they were captured, and on August 12, Agüero and two other patriots were shot. While O’Donnell was in command, he soon appointed Concha as Captain General and Governor of Cuba, replacing Juan González de la Pezuela, taking office on September 21, 1854. His second term was surrounded by social, economic and political problems that he did not know how to solve. During his tenure the assassination of the independentista Castañeda and the executions of DStrampes and Pintó took place. On February 6, 1855, Colonel Hipólito Llorente began to instruct cause by conspiracy to make the independence of the island of Cuba, ordering numerous arrests both in Havana and inside. The first to be arrested were Ramón Pintó (who had been a friend of Concha), Juan Cadalso and Dr. Once the Council of War was constituted, after deliberation, it requested the death penalty for all three. José Gutiérrez de la Concha, having found no solution to most of the problems, ceased to be Governor and Captain General of Cuba in his second term on November 24, 1859, when Francisco Serrano y Domínguez assumed command. When Joaquín Jovellar y Soler ceased command in Cuba, José Gutiérrez de la Concha took over as Captain General and Governor, taking office on April 6, 1874. While in its previous mandates the independence and revolutionary spirit was brewing in Cuba, in its third term Concha had to face the libertarian war at its peak, which had begun six years earlier, in 1868, with the uprising of Carlos Manuel de Céspedes and other patriots. Máximo Gómez had penetrated Camagüey, initiated an invasion towards the center of the island, and in March 1874 he had fought in Las Guásimas the most important battle of our independence wars against a column of 3,000 Spanish troops causing him 1037 casualties. Many other actions occurred that year and the following, both of Concha’s mandate: attacks on Cascorro and Nuevitas and fighting in Camujiro and Los Alacranes (near Camagüey), in Hungary, Manaquitas, Vegas de Castaño and La Crisis (Sancti Spíritus), while in the eastern area Vicente García, Antonio Maceo and others also fought heroically. It is not known which victories against the rebels gave him the “merits” for which he was awarded the Great Cross of San Fernando and the titles of “Viscount of Cuba and Marquis of Havana”, because at that time he was 65 years old age, too many to go chasing the mambises by the manigua.
